Julia Steiny, a youth advocate based in Rhode Island, calls for an education system where taxpayer money devoted to education follows children to the public or private school of their family's choice, including religious schools. She offers Edmonton, Canada as a model system of universal school choice.
However, Steiny's support for school choice comes with three conditions: the provision of vouchers to parents having a value equal to the per pupil expenditure on public school students; equal accessibility for students to private schools; and the reporting of data by private schools that would enable the public to assess how well they educate their students relative to the performance of local public schools.
